Attempts to restart apache under 1.3.1 leads to errors such as

I had to take apache 1.3.1 off line and go back to 1.3.1.

This is how severe the bug is.

I need the diifs from 1.3.0 to 1.3.1 to see what could cause a problem.
I also need to send error output via e-mail
