MaxClients config directive in httpd.conf is ignored.  The level compiled into
#define HARD_SERVER_LIMIT in httpd.h (150 by default) becomes the max number
of clients for the server.  Changing the value in httpd.h and recompiling
changes the limit.

The HARD_SERVER_LIMIT is the max for MaxClients.
The documentation for this has been improved in 1.2b2.
