Please ask your question in one of the support forums detailed
before you submit a PR.  It appears like you probably have a problem
configuring Apache.  You have provided no information to
demonstrate any sort of bug of any sort.

 I am sorry, but I know Apache very well, doing lotz of stuff past 1 year, i guess.
 
 But just came across to the need of Action, which doesn't work as the
 Documentation says
 
 Action text/html /cgi-bin/test.pl
 
 Would not required all html file requests to the test.pl.
