It seems that, when 'IndexOptions ScanHTMLTitles' enabled, Apache scans
'text/html' not for other strings e.g.'text/html;charset=iso-2022-jp'.

A fix for this has been committed to the code.  It should
appear in the next release after 1.3.6.  Thanks for using
