IE4 4.72 with a HREF'ed cgi call, you must click the button(icon) several times in succession to actovate the CGI

This problem, by its very nature, can't be caused by Apache.
Just because a page served by Apache exhibits certain behaviour
doesn't mean Apache has anything to do with it.  In this case,
it appears there is some javascript which may well be messing
up IE.
