configure --prefix /a/b/c --enable-layout=GNU.

The prefix is ignored (unlike 1.3.x releases) and is placed in the prefix indicated in
the default prefix in the config.layout.

This was just fixed.  I noticed bug 7755 first, which
reported the same problem, so the explanation can be
found in that bug report.
