Opens a connection with the provided endpoint URI. The connection type (protocol) is decided by the implementation and the protocol set. See example implementation.

Precondition:
The endpoint URI and the protocol type (if needed) MUST have been set.
Returns:
Returns AXIS_SUCCESS if connection established successfully. Else returns AXIS_FAIL
